What should a Texarkana equipment owner know first?

Texas side, Arkansas side
In Texas an appraisal district values business equipment for property tax. Texas Tax Code section 21.02 makes equipment taxable where it is located on January 1 for more than a temporary period, with other tests for equipment that is away only for a time. For the Texas side of Texarkana the appraisal district is the Bowie Central Appraisal District on Plaza West. Across the line in Arkansas, the county assessor does the job. Two filing dates
A Texas business lists its equipment for its district every year on a rendition form, and state law makes it due April 15, or May 15 if the owner asks in writing. The Arkansas Department of Finance and Administration says personal property should be reported to the county assessor by May 31 to avoid a late penalty of 10 percent.
Two ways of taxing the value
The University of Arkansas extension service says Arkansas assesses personal property at 20 percent of market value. Texas works from market value as of January 1. Both start from what the machine is worth, which is the figure an appraisal gives.
The Bowie district’s table
The Bowie district’s reports page lists a percent good schedule for business personal property, the table a district uses to mark equipment down for age. Its latest schedule names no excavator, dozer or crane, so ask the district which class it applied to each of your machines.
Report timing
A desktop report is a matter of 7 to 10 business days once nothing is missing from the records and photos. A rush cuts that to 24 to 48 hours for a list of one or two units. Travel is added when someone has to see the equipment.

How do I choose an appraiser for Texarkana equipment?

Do they ask which state each unit is kept in?

Texas and Arkansas use different offices, dates and rules for the same machine. An appraiser who records the side of the line for every unit gives you a list you can hand to either.

Do they know where the bankruptcy office is?

The bankruptcy court for the Eastern District of Texas says there is no bankruptcy office at the Texarkana courthouse and that its Plano office serves the Texarkana Division. If the report is for a bankruptcy case, give the date the court set and ask for delivery ahead of it.

Will they set the market beside the Bowie district’s class for each machine?

The Bowie district’s percent good schedule puts autos, trucks and trailers in a 5-year class, machinery and equipment in a 10-year class, and forklifts in a 12-year class. Ask for each unit’s market value to be set beside its class, with the reason for any gap.

What do I send for a Texarkana appraisal?
